Waterfowl hunting

I own a place in Trails End and I am planning a waterfowl hunt for 1-24-07 to 1-26-07. Is there anybody who can answer some general questions about waterfowl hunting. As it seems the Dept of fish and game are impossible to get in contact with. I specifically need to know the rules for hunting from a boat and the blind laws.

They are selling their guided waterfowl hunts, but they do list some of the bag limits, cost for permit, etc.
